Maryland K-16 Partnership for Teaching and Learning brings the University System of Maryland, the Maryland State Department of Education, and the Maryland Higher Education Commission together to work to strengthen educational achievement from pre-school through college, and beyond. In particular, the Partnership has created programs to encourage students to consider and prepare for college, and works at both the K-12 and college levels to improve teacher quality. 
Networked through the Education Trust and the National Association of System Heads, Maryland was one of the first states to establish a K-16 Partnership, and it remains one of the more active partnerships in the entire nation.

The University System of Maryland K-16 Partnership initiatives have been funded through a variety of federal and private grants, including grants from the Pew Charitable Trusts, the U. S. Department of Education Office of Teacher Quality, the National Science Foundation, and the American Association of College and Universities. In addition to the grant-funded activities, the University System of Maryland collaborates with state-wide partners to develop new programs, such as the Associate of Arts of Teaching degree, shared standards for written communication in first year writing courses, and “bridge goals” for mathematics alignment between high school and college.

A K-16 philosophy permeates the University System of Maryland.  Under the leadership of the System's Chancellor, William E. Kirwan, and through the combined efforts of dedicated faculty, administrators and staff, the University System of Maryland has become a recognized leader in state and national efforts to ensure that all citizens can participate and benefit from the highest quality education.
